Client Success Story

Simplified Targeting and Enhanced Processing (STEPS) program breakthrough

Our thinking

A breakthrough approach to validate technical options, costs, and industry adoption to support a digital transformation business case.

  • Digital transformation of processes, culture, and customer experiences. We designed and delivered innovative co-designed Biosecurity technical PoCs for a trade data exchange between the Department and Commonwealth entities (Home Affairs, ABF) and industry importers and brokers. We led the design and prototype of whole-of-government simplified trade capability in ‘tell-us-once’, data sharing and data standards, to allow common Commonwealth trade data to be captured, processed for analytics and shared for regulatory reporting.
  • Australian Government investment processes. We enhanced the strategic narrative of the investment and orchestrated effective stakeholder engagement to get a successful First and Second Pass business case over the line. The proof of concept validate technical options, approaches, and risks, and established the feasibility of the system concept and industry adoption that was critical to success. The development effort created a blueprint for sizing the costs to transform a prototype into full-blown software development and implementation project.
  • Work collaboratively with experts. We conceived an innovative co-design approach to deliver Biosecurity technical proof of concepts and pilot for a trade data exchange between the agency and Commonwealth entities (such as Home Affairs, ABF) and industry importers and brokers. Our proven stakeholder engagement expertise was critical in bringing together government and industry at an intimate level. DHA, ABF, the Minister for Agriculture and agricultural industry groups strongly endorsed the outcomes. DoF and the DTA strongly validated the case and foundation for an iterative investment approach for modernising the Biosecurity ICT systems.

The outcome

We translated complex concepts to a lay audience in a persuasive manner. These communication and engagement products were tested with industry, departmental SMEs, senior executives in the department and representatives from the central agencies. The feedback was overwhelmingly positive and the material has since been reused for a range of departmental and industry showcases.
