Digital transformation architecture and modernisation funding support

Client context

The Victorian Government State Revenue Office (SRO) initiated a strategic modernisation program to transform its revenue management and business support systems, aligning with a vision of a cohesive and customer-centric digital environment. SRO required help to modernise core revenue management applications, online channels, database backend, with new user client account features, state tax products, revenue middleware, Call Centre integration, Single View of Client, and integration into advanced analytics.

Our thinking

We provided a team of senior solution architects, ERP experts, and delivery leads for the revenue middleware applications, platforms.

Assessed the landscape and developed the future state architecture and transition plan, working closely with stakeholders to deliver recommendations and a clear modernisation roadmap.

Modelled options for future funding and sustainment of the reform program, including product level cost breakdowns, sustainment estimates and dependencies (such as cloud infrastructure, storage requirements and demand for future enhancements).

Evaluated the readiness of the environment, integration landscape and data management needs. We adopted an agile methodology, working with delivery teams and product managers in sprints with frequent showcases.

Defined automated tooling and technologies that would support ongoing monitoring, automation and integration with legacy applications and other whole of Victorian Government platforms and services.

Developed technical designs covering Oracle solution components, integration points and APIs. Provided expertise across revenue applications, PeopleSoft CRM, DevOps adoption and Oracle databases. Incorporated security, data privacy and access control.

Defined decommissioning approach for legacy applications and data migration, as well as ongoing impacts on cost base for SRO operations – including business areas and ICT as provider of services.

The outcome

Established DevOps practices for new client account features, tax products and Oracle revenue middleware, integrated with call centre and analytics.

Designed a scalable solution using DevOps and middleware capabilities that provided architecture for operational efficiency, employee experience and digital capabilities.

Strategic recommendations for re-platforming revenue management and modernising business support systems, including options for funding and ongoing sustainment model.
